Libya Civil War on The Way of Democracy and Human Rights

Every day, in Middle East and North Africa, there are many events and developments happening that can affect whole world deeply. Undoubtedly, the main reason prompting people to rebel is the existence of authoritative regimes supported by safety and economical concerns. The demands of people who have bowed to dictatorial regimes under pressure, fear and violence, are tried to be avoided with pressure again. The rebels see the current regimes as the biggest obstacle against the concepts of human rights, freedom and justice and continue their resistance with supports of Western countries. As a matter of fact, like in other dictatorial regimes, Gaddafi has captured the dominion since 1969 and ignored the economical, social and political problems of public in Libya.

The rebellion that started 6 months ago, the struggle between the troops of Gaddafi and opoositional has gained acceleration as a result of 1970. and 1973. Decisions of United Nation’s Security Council. NATO interference to Libya was started by France, England and ABD in order to protect the civilians by forming an air area closed to flights. However, Italy has warned NATO to maintain humanitarian assistance to Libya. Moreover, it has emphasized the importance of solving Arabic Union problem in political ways. However, it can be seen that NATO is determined to maintain the operation until Gaddafi leaves the dominion. So much that, in summits held by Libya Contact Group, it has been declared that Libya’s fate will be shaped by the opposition’s National Transitional Council in Benghazi.

Many countries supporting Gaddafi accept National Transitional Council, which today represents opponents in Libya, as the legal representative of the public. The countries, giving arm assistance to the opponents in Libya, especially France, have once given the same help to Gaddafi. Since Gaddafi captured the dominion, he has bought weapons from Russia and many Western countries.

It can be said that Gaddafi has bought these weapons in order to protect its regime against possible dangers because when we look at the civil war in Libya, armies and hired soldiers are using heavy weapons in order to suppress the public demands violently. On the other hand, Libya is said to cooperate with the Monitor Group Consulting, in which Western academicians work, in order to change its worldwide image. The published articles praising Gaddafi and saying that he is an intellectual and popular leader of Libya strengthen this thesis. However, when we look at today’s picture, we see that Gaddafi is a leader behaving public violently rather than a loved leader.

All these developments strengthen the idea that NATO Libya intervention has not been applied for the sake of bringing democracy and human rights to Libya. In the rebellions in Bahraini and Yemen against regime, the violence committed to people, who are demanding political reform, has not been drawn reaction. On the other hand, NATO’s Afghanistan movement in 2001 and failure to provide political integrity after Iraqi war in 2003 cause us to worry those same results could be experienced after Libya movement. If NATO troops fail in Libya, United Nations and many associations active in the field of human rights will cause their persuasiveness. This situation will undoubtedly obstruct the Western countries to have right to comment on Libya and other dictatorial regimes in terms of human rights, democracy and freedom.

Turkey desires that the transitional process in Libya will not reach a threatening dimension in terms of politics and territorial integrity and that it is solved in the direction of public demands in short time without using violence. So much that, in the 4. meeting held in Istanbul by Libya Contact Group, Turkey emphasized its desire that a political solution should be generated and Libya should reach stability. In the summit, a map has been prepared to protect Libyan civilians and start stability studies after crisis. It has been also determined that in order to generate a political solution for Libya, a new political structure should be formed, humanitarian assistances should be given and UN 1970. and 1973. decisions should be carried out. It seems that, UN, on the one hand, is maintaining its contacts in order to have share in restructuring Libya after Gaddafi; on the other hand, causing destruction by damaging civilian people with air assaults.

The rebellions of Libyan people are not different from the rebellions in Middle East and other countries. Even if the locations are different, the demands of people are related to human rights, democracy and economic worries. It is impossible that current regimes in Middle East could maintain governance. The dictators, who lead their people to civil wars by ignoring their demands and kill them violently, should retreat from governance without shedding more blood. Otherwise, the unstable process will continue and the reform demands of public will bring out worldwide safety problems.
